Yes, hoarding is problematic for economies, especially now when AI revolution(Not Matrix machines type but Industrial type) is coming.
In the end money is just energy/signal/information that should flow trough economy, voting of where to pay attention next so that we move forward, hoarding of resources trough monopolies on land, knowledge or culture just creates stale environments, slows evolution of things.
And yes creative taxing can work, taxes on land ownership which force people to use it creatively for common good or make it more beneficial to sell it to one who can and so on. Creative taxes on business externalities so that they do pay for pollution, climate change and and other indirect consequences of their activities instead of writing them off as not their problem.
Problem is that we already are in a quite a stalemate with all that… Feels that we will not be able to untangle it all fast enough as things progress faster then regulation catches up…
